Human rights defenders and organisations do seek our support at a point where threats are active. A government representative may have accused them on the radio for ‘betraying their country’ or for ‘causing unrest’ after reporting human rights violations.

A member of a civil society organization may have received an anonymous phone call from a man saying ‘We will come to get you if you don’t stop talking’. Protection International then supports them by assessing the risk and creating their protection response.

Protection International’s support typically takes the form of joint risk assessment, the elaboration of a plan and, if opportune, support in making the plan work. The defender or organisation leads the process, Protection International supports and accompanies.

The human rights defender may find it useful to turn Protection International’s ad hoc support into a longer-term process for building her/his capacity to manage security in a more comprehensive and preventive manner. Active security management means that receiving threats are less likely. If they do occur nonetheless, then vulnerability can be reduced and one can equip oneself, others, an organisation that can pre-empt and respond. Therefore, the impact, which is the extent of harm done if security incidents happen nevertheless, will be less. Taking care of your own security and protection empowers you.

Our support can take any shape or form. Risk assessment sessions with defenders, their families and colleagues; presentation to leadership of the organisation; facilitating discussions at a membership meeting; organising exchange with experienced organisations; joint visits to relevant authorities; opening doors to institutions or other international organisations offering support; joint visits to problematic areas; coaching sessions with the focal point for protection within an organisation; help to organise role-plays and scenarios for testing the response plans; etc.
