As part of its global campaign related to the 20th Anniversary of the UN Declaration on Human Rights Defenders (HRDs), Protection International is organizing a discussion on UN complaint procedures for HRDs, aiming to offer a space for exchange for all interested actors and to contribute to improving HRD-related protection mechanisms at international and national levels.
For this occasion, Protection International is inviting Ms. Janika SPANNAGEL, a research associate at the Global Public Policy Institute, to present her key research findings on the functioning and impact of the complaint procedures before the UN Special Rapporteur on human rights defenders.
Throughout these two decades, many mechanisms and procedures to submit individual complaints of human rights defenders (HRDs) have been made available at international and regional levels. Each year, the United Nations (UN) Special Rapporteur on Human Rights Defenders receives a large number of submissions by international NGOs and local defenders regarding individual cases of concern.
Ms Janika SPANNAGEL’s intervention will help us discuss, inter alia:
- What role does individual casework on human rights defenders, carried out by the UN, NGOs, or diplomats, play in promoting human rights compliance?
- What are the strengths and weaknesses of this approach, taking into consideration advocacy concerns, humanitarian objectives, and structural effectiveness?
- What are possible alternative approaches to overcome weaknesses?
